EMERGENCY DECLARATION 2020-10-07

STATE OF EMERGENCY

WHEREAS, the Louisiana Homeland Security and Emergency Assistance and Disaster Act, R.S. 29:721, et seq, confers upon the Parish President the authority to deal with emergencies and disasters in order to ensure that preparations of this Parish will be adequate to deal with such emergencies or disasters and to preserve the lives and property of the people of the Parish of Natchitoches; and,

WHEREAS, when the Parish President determines that a disaster or emergency has occurred, or the threat thereof is imminent, R.S. 29:727 empowers the Parish President to declare a state of emergency by executive order or proclamation, or both; and,

WHEREAS, the National Weather Service is forecasting that Hurricane Delta will potentially affect Natchitoches Parish on Friday, October 9, 2020 and Saturday, October 10, 2020.  Impacts in our area may include high winds, tornados, heavy rainfall, and flooding during a 24-48 hour period; and,

WHEREAS, as a result of the severe weather, a number of Parish roads may become inaccessible, residents’ safety and property may be threatened, and trees and other debris being blown by high winds could result in damage to property and imperil residents;

NOW, THEREFORE I, JOHN RICHMOND, President of the Parish of Natchitoches, by virtue of the authority vested by the Constitution and laws of the State of Louisiana, and the Home Rule Charter of the Parish of Natchitoches, do hereby order and direct as follows:

SECTION 1:          Pursuant to the Louisiana Homeland Security and Emergency Assistance Act, R.S. 29:721 et seq, a state of emergency is declared to exist in the Parish of Natchitoches as a result of the severe weather that may threaten the lives and property of the citizens of the Parish.

SECTION 2:          The Director of the Parish Office of Emergency Preparedness is hereby authorized to undertake any activity authorized by law which he deems necessary and appropriate in response to this declaration.

SECTION 3:          All departments, commissions, boards, agencies and officers of the Parish are authorized and directed to cooperate in actions the Parish may take in response to the effects of this potentially severe weather situation.

SECTION 4:          This new declaration of a state of emergency is effective immediately and will remain in effect until terminated in accordance with R.S. 29:727, unless terminated earlier by the Parish.
